I mean the digimon that has not yet reached the highest form of stop at the lowest level, an example of my steps Starmon 25 and level 38 to Digivolves. What should I do? and what do we mean?

If I remember right, just increase your Digimon Digivolves Digivolves back to the level of the CAP. continue to do so until it reaches the level necessary to obtain.
